Have you seen the VCfL Matrix? - it allows schools to measure progress and gives an indication of where to aim as a whole school with VC use. There are 6 aspects you need in place: role of SLT, role of Technician, use of VC content, whole school communication school - school Partnerships and saving money/time.
Remember - reaching level 1 will take time ( on average 2-3 years)
